This adds support for voltage regulator in Richtek RT5739. It's a step-down switching voltage regulator. Using a proprietary architecture with synchronous rectification, it is capable of delivering 3.5A continuously at over 80% efficiency.

This driver can also be built as a module. If so, the module will be called rt5739.
